P1 Registration 2019: A Comprehensive Guide

Registering your child for a primary school vacancy can be a hectic and confusing process. Here is a clear breakdown of the different phases and necessary procedures.

Before registering, here are a few points to take note of:

  • A child should only be registered at one school at any one point of time.
  • All required documents must be provided for registration (all phases).
  • Parents can refer to Primary Schools Vacancies by Phases for information on vacancies for each school.
  • In the event that the parents of the child are not available on any of these dates, an authorisation letter is required for a guardian to conduct registration procedures.

For children who are Singapore Citizens or Singapore Permanent Residents, you are eligible for Phase 1 to 3 registration:
(Foreign students can skip to Phase 3)

Phase 1

For: A child who has a sibling studying in the primary school of choice
Registration dates: 28 June 2018, Thursday & 29 June 2018, Friday
Registration procedure: Older sibling will be given a form in school
Registration result: All children registered under this phase will be given places in schools.

*Note: Balloting will be conducted if the number of applications to a school exceed the number of vacancies during any phase from Phase 2A(1) onwards. Please refer to Allocation of Places for details on balloting. Parents can refer to Primary Schools Conducting Balloting to find out which schools will be conducting balloting at the end of each registration phase.

 

Phase 2A (I)

For either: A child whose parent is a former student of the primary school and who has joined the alumni association as a member not later than 30 June 2017
OR
A child whose parent is a member of the School Advisory / Management Committee
Registration date: 4 July 2018, Wednesday
Registration time: 8.00 am to 11.00 am and 2.30 pm to 4.30 pm
Registration result: By 9 July 2018, Monday
Registration procedure: Conducted at primary school of your choice

 

Phase 2A (II)

For either: A child whose parent or sibling has studied in the primary school of choice
OR
A child whose parent is a staff member of the primary school of choice
OR
A child from the MOE Kindergarten under the purview of and co-located with the primary school of choice
Registration dates: 11 July 2018, Wednesday & 12 July 2018, Thursday
Registration time: 8.00 am to 11.00 am and 2.30 pm to 4.30 pm
Registration result: By 17 July 2018, Tuesday
Registration procedure: Conducted at primary school of your choice

 

Phase 2B

For: A child whose parent has joined the primary school as a parent volunteer not later than 1 July 2017 and has given at least 40 hours of voluntary service to the school by 30 June 2018
OR
A child whose parent is a member endorsed by the church / clan directly connected with the primary school
OR
A child whose parent is endorsed as an active community leader
Registration dates: 19 July 2018, Thursday & 20 July 2018, Friday
Registration time: 8.00 am to 11.00 am and 2.30 pm to 4.30 pm
Registration result: By 26 July 2018, Thursday
Registration procedure: Conducted at primary school of your choice

 

Phase 2C

For: All children who are eligible for Primary One in the following year and are not yet registered in a primary school
Primary One Internet System (P1-IS) online registration
Registration dates: From 30 July 2018 (Monday), 9.00am to 1 August 2018 (Wednesday), 4.30pm (24-hours)
Registration result: By 8 August 2018, Wednesday
OR
Registration at school
Registration dates: 31 July 2018 to 2 August 2018, Tuesday to Friday
Registration time: 8.00 am to 11.00 am and 2.30 pm to 4.30 pm
Registration result: By 8 August 2018, Wednesday
Registration procedure: Conducted at primary school of your choice

 

Phase 2C Supplementary

For: A child who is not yet registered in a primary school after Phase 2C

Primary One Internet System (P1-IS) online registration
Registration dates: From 13 August 2018 (Monday), 9.00am to 14 August 2018 (Tuesday), 4.30pm (24-hours)
Registration result: By 8 August 2018, Wednesday
OR
Registration at school
Registration dates: 14 August 2018 to 15 August 2018, Tuesday to Wednesday
Registration time: 8.00 am to 11.00 am and 2.30 pm to 4.30 pm
Registration result: By 21 August 2018, Tuesday
Registration procedure: Conducted at primary school of your choice

*Note: Singapore Citizens (SCs) will be given absolute priority over Singapore Permanent Residents (PRs) when balloting is necessary in a specific phase. SCs and PRs will continue to be eligible for the same phases, and all applicants will be admitted if the total number of applications in any phase does not exceed the number of vacancies. However, if the number of applications exceeds the number of vacancies in a specific phase, SCs will be admitted first ahead of PRs, before home-school distance is considered.

Phase 3

For: A child who is neither a Singapore Citizen nor a Singapore Permanent Resident. Children who are Singapore Citizens or Singapore Permanent Residents and who are still not registered in a school after the earlier phases are also eligible to register at this phase.)

Registration date: In October 2018 (MOE will inform parents of the registration date in October 2018 as indicated in the offer letter)
Registration time: TBC
Registration result: By 31 October 2018 (Wednesday) (via post)
Registration procedure: Conducted at primary school of your choice

*Note: Parents of non-Singapore Citizen (SC) / non-Permanent Resident (PR) children should note that admission is not guaranteed as there are limited vacancies remaining for non-SC / non-PR children after places are allocated to SC / PR children. As admission is not guaranteed, parents of non-SC / non-PR children are advised to consider alternative educational options well ahead, even as you may decide to register your child during Phase 3 of the Primary One Registration Exercise.

 

IMPORTANT: All non-SC / non-PR children are required to first submit an online indication of interest form from 5 June 2018 (Tuesday), 9.00am to 11 June 2018 (Monday), 4.30pm. MOE will inform parents of non-SC / non-PR children via postal mail, on whether their children can be offered a P1 place in a school.

Notifications of results

Parents of SC/PR children will be notified of their registration outcome on the date of result announcement, through Short Messaging System (SMS) and postal mail. Should you not receive your registration outcome by the end of result announcement day, you could contact the school directly the next working day to check on the results.

Information on primary schools that will be required to undergo centralised computerised balloting will be updated at the end of each registration phase.

Also, primary schools are now having their open house events, including guided tours and a chance to speak with teachers and students. It would be best to go down in person and assess the school environment before you decide on which school to enrol your child into.
